Rules of Engagement - some basic questions and current issues

Abstract

In the context of military operations, the use of force is regulated primarily by Rules of Engagement (ROE). These delineate the amount, as well as the circumstances of and limitations on the use of force in a mission and thus provide operational guidance on how to accomplish the mission within the constraints of its legal and extralegal (diplomatic, policy, etc.) parameters.

ROE must primarily make it possible to achieve the objectives of an operation and to protect the deployed forces. With the changing context of the use of force, it is becoming an ever greater challenge to develop, implement and use ROE in a manner that appropriately reflects current developments.
