Abstract
The paper deals with a changes of citizenship in a contemporary Western world (especially in Europe). The paper highlights the growing need for learning of active citizenship.
It also focuses on one-sided development of societies and politics of lifelong learning as well. in both cases we can see biases driven by the economic logic.
