This article contributes to the understanding of the nature of social problems; it is a case study of non-profit organizations. Methodologically, the author employed aspect of the constructionist approach to social reality in that he did not search for social problems in some constellation of ,,undesirable'' conditions of social life, but studied the specific claim-making activities of various groups.
In the present study, the methodological principle was extended through the concept of vvideo-rhetorical strategies that are means (devices) to achieve legitimacy for group claims. The construction process was studied with the help of three analytical frameworks: claims, obstacles, and the redefinition of problems.
As a result, some common characteristics of vvideo-rhetorical strategies have come into view. These are discussed in the last part of the article.
