Economic and administrative tools to regulate GHG from transport

Abstract

The presentation offers a discussion on possible economic and administrative tools to regulate GHG emissions from transport. First we describe theoretical framework of GHGs regulation from the point of view of economics and political economy.

Second we discuss in a more detail two main regulation approaches ? quantity-based tools (e.g. emissions permits) and price-based tools (e.g. taxes) and their efficiency in the transport sector. Finally we summarize particular policy and legislative arrangements of GHGs regulation at the EU level including the present political discussion (possible future implementations).

Namely, we address current development and discussions in passenger car taxation, excise duties on mineral oils, extension of EU emission trading system and consumer information.
