Abstract
The activity ofcivicsector in the field of taking care of children living out of their own families has been alteredin the course of the last 15 years. From the initial satisfaction of material needs shoul be changed to support new form of alternative family care, education and system changes in preparation of children.
There is lack of programmes aimed in these tasks.
