The aim of the presentation is to critically assess the Czech strategic governance in the areas of security and defence. Especially in the wake of the financial crisis and the following budgetary cuts, the need for a comprehensive strategic governance has started to gain on importance.
So as to provide a holistic perspective, the strategic governance is conceptualized in the paper through the notion of a security system – a term borrowed from the Czech official documents, standing for an institutional framework for security policy making and implementation. On the theoretical level, then, the topic dealt with in here is framed by the concept of the so-called security governance, a term coined by Elke Krahmann.
Based on the study of official documents as well as on semi-structured expert interviews, the SWOT (an acronym for Strengths; Weaknesses; Opportunities and Threats) analysis of the Czech security system is conducted.
