Abstrakt
Budget management is undergoing a series of reforms. One should change the national character of budgetary instruments for EU-wide tool that is included in the draft EU directive.
Number of states is avoided this way. One reason for this disagreement is to determine the binding medium-term frameworks.
According to the proponents of this dissenting opinion , which also includes the CR, the directive would be to express the content of the medium frames only in the form of recommendations rather than as a duty , breach of which would be sanctioned.
