Abstract
The text is dealing with adaptive social processes in the fields of science and technology instituions which are undergoing in the new EU member countries of Middle Europe. On the backkgound, and with a help of suggested model of institutional change in an environment of innovation intensive societies two isues are analysed: (i)a nature and pattern of institutional gap between of new EU member countries and the current (modern) institutional framework of the EU and (ii)the ways how a modern institutional framework for a growth of innovation resources can be facilitated in new member countries of EU.
