The article examines how a key principle of democratic government - public acountability - was applied during the process of the Czech Republic's accession to the EU. The author analyses official documents and newspaper articles in 1998-2000.
She shows that the European Commision contributed to public accountability by publishing information. This was done, however, in the specific "technical" definitional framework.
It strongly influenced the public discourse but defined the accession process in such a way that it prevented public debate.
