Abstract
When analyzing development of discussion on human rights on the global level, we notice two parallel and somewhat controversial trends. One concerns disputation, doubt and relativism of the human rights agenda from the position of cultural relativism and the other concerns developed and continuous effort to codify form of human rights and constant expansion and concretization of selected rights and groups belonging to this field.
The chief form of such institutionalization, where we find codification and foundation of human rights are the United Nations, which embodies necessity to communicate, coordinate and cooperate among individual states already from the end of the Second World War and whose establishment shows the UN as progress in the development of human kind.
