Abstract
The chapter is focused on the analysis of collisions of administrative offenses legislation with the principle of equality and further specified the rationale for different status of an individual offender as an administrative offense and natural persons and business regulation exempting certain persons from the jurisdiction of the laws governing administrative offenses.
