Since the establishment of the Russian Federation in 1999 an extensive reform of the educational system has been in progress. Its objective is modernisation of the educational system, which is aimed at reaching the quality of education corresponding with the requirements of the society and socioeconomic condition.
The education quality is influenced significantly by social factors. They can be divided into two groups: endangering social aspects and material conditions of teaching.
The typical phenomenon of the Russian educational system is rural school as the agent of social changes, which is affected by a range of problems of socioeconomic nature. The main aim of the support program of 31 regions realized from 2007 to 2009 was to provide all students with good general education independently of their place of residence.
The gained experiences should be used in the other regions.
