Abstrakt
The municipality as a public corporation must have for securing self-governing functions an own economic independence - ie. property and financial resources. The rights and restrictions on disposal of property are outlined by the law.
A municipality may put its funds to purchase other assets into the establishment of a company, or set up a public benefit corporation, organization, etc. Municipal budget funds can be spent also by solving brownfields.
One of the ways how to reduce its own budgetary expenditure of the municipality may be the utilization of PPP projects. Another way for payment of the costs and reduction expenditure of municipal budgets are the user charges.
If the own income or income from taxes and charges or subsidies in municipal budgets are insufficient to cover expenses, the municipality may extend its resources, for example through a credit or a loan. Municipal debt and the impact of this procedure into the municipal budget is an object of control procedures associated with the management of budgetary resources of municipalities.
