Funding of drug policy in the Czech Republic in recent years is divided into labelled and non-labelled expenditure. In terms of resources, labelled expenditure are divided into state budget and local budgets (regional budgets and the budgets of municipalities).
Furthermore, these expenditures are divided by place of program realization on central and regional level. In terms of the provision of funds under the purpose, the extended Reuter’s classification of drug policy was used (Reuter 2006), which includes basic drug policy (prevention, harm reduction, treatment and law enforcement).
For comparability over time was used in the availability of the data time series 2004-2010. Detail was described in 2010, both on the total volume of expenditure and its structure, as well as by comparison of the expenditure at current prices with the previous year 2009.
For comparison, the whole time series was used as the inflation rate coefficient for conversion into constant prices. The final part of the chapter presents the development of resources for services that were supported by the Government Council for Drug Policy Coordination (GCDPC) and thus represent the services that meet the requirement of certification of professional competence and which can be described as a drug core services provided by non-governmental organizations (NGOs) in the Czech Republic.
The second part of this publication describes the funding of drug policy, including the estimated non-labelled drug policy expenditures, both by reducing the demand for drugs on the basis of data on the cost of health insurance for the treatment of drug users, as well as by law enforcement using expenditure data attributable to drug offenses by the police, prosecutors, courts and prison services.
