Abstract
The article is oriented to explain basic outcomes of six year research of public policy and public administration from the institutional aspect. It observes construction, utilization, abuse and underrating of institutional influencing of political and administrative procession on the background two contradiction tendences: transformation changes a tendences to stability.
Autor critizies utilitar abusing of the existing institutions and their often compensation throught pseudoinstitutions, the prototypes of which are for instand 'political traffics' and oligarchic groups influencing desidion, which often walk over ideological and party scales
