Abstract
The paper builds on the theme of "financial institutions: undemocratic Utopia or necessary tool?", which the author gave at a conference in Olomouc legal days 24 to 25 May 2012 and focuses on the concept of rules that aim to limit the freedom of parliament and government in creating state budget and lead to long-term sustainability of public finances. Author draws on studies examining the evolution of fiscal rules in the EU Member States, 1990-2005.
