Abstract
The example of considerations Francis Cyril Kampelík, Czech publicly active self-taught economist, points out the study not only of the conflict emigration policies, but also describes the difference images bearer of national political interests of the government policy - domestic (Austrian), or policies of the destination country of exile, in this case Russia .
