Paper presents the results of empirical research aimed at designing the characteristic of an excellent primary and lower secondary teacher performance, and the model of Framework use. The main research questions are: What are the characteristics of quality in primary and lower secondary teacher performance, and how to express them? How to use Framework for self-evaluation and evaluation of teacher performance, and for support of teacher professional development? What are further possibilities of Framework use, and what are the dangers, e.g. in pre-graduate teacher education and portfolio application?
