The school-leaving examination should round off long studies and make good use of what students have gained throughout the studies. However, this objective of the school-leaving examination is lost underneath a layer of administrative regulations and implementing guidelines.
State school-leaving examinations were envisaged as a means of unifying the level of better schools. However, only the first part of this requirement has been achieved to date, i. e. unification, but such that accommodates the requirements to weaker students, which will weaken the motivation to study since this year's school-leaving examination could be passed even by a skilled pupil who has completed primary school studies.
