Abstract
The article analyzes the accused of an offense under regulations of the Law on Minor Offences of 1990 and prepared in accordance with the new regulation violations. Particular attention is paid to the application of procedural guarantees of the right to a fair trial in proceedings for offenses such as the type of proceedings on criminal charges, and specially in proceedings before administrative authorities.
