Abstract
European Year of Citizenship 2013 reminds us not only a huge shift in civil rights, but also refers to the responsibility of a citizen. The current concept of citizenship is working with the image of an active, participatory and democratic citizenship.
To some extent builds on the concepts deep in the history of European civilization develops and moves them to another dimension. The status of a citizen is characterized by widely guaranteed rights by reinforcing its competences.
