Regional Organizations as a part of Civil Security Governance - Does the Communist History of Their Members Make a Difference?

Abstract

The presentation focuses on (sub-)regional organizations and analyzes them through the civil security governance framework. The research question here is how do these organizations fit into this framework.

In order to answer this question, their relation to other stakeholders (including EU, national governments, private sector and the citizens) is discussed as well as the effectiveness (as an important attribute of governance) of these organizations. Particular focus is here put on the member states - whether these are only the new EU/post-communist countries (e.g. the Visegrad Group) or also include old democracies (e.g.

Council of the Baltic Sea States) - and whether this finds its reflection in the effectiveness of these organizations.
