Abstract
Author discusses legal arrangement of the new 2006 building act, which allows to authorized inspectors, as an independent experts, to issue permission on the building based on the contract with the developer. The essay deals arguments for such a progressive arrangement and elaborates on such questions as settlement of the objections of parties involved in the permitting process and proposes de lege ferenda solution that has been legally transparent and straightforward.
