Abstract
This article tries to analyse the employees of central state administration, who are involved in analytical, conception, planning and strategy activities. We organized a research at eleven ministries (2013).
The results reached describe how how examinde groups evaluated various factors influencing their analytic and conception performances.The identified state at the Defence Ministry is compared with overall situations at other ministries of the Czech Republic.
