The chapter addresses the political-social evolution of the regions of Upper and Lower Lusatia in the 15th century. It also goes on to describe the relation of these lands to the King of Bohemia, the Estates of Bohemia and other lands of the Crown of Bohemia.
Described are the visits of the monarchs in both regions, the role of the office of the Hauptmann (gubernator; capitaneus), the specific position of Görlitz and its revolt against George of Bohemia.
