Mandated inclusion? How inclusive is the process of inclusion policy in Czech Republic?

The Czech Republic is in the middle of a "battle for inclusive education" and an ongoing debate on education reforms. In 2007 the Czech Republic was convicted by the European Court of Human Rights for discrimination in the case of D.H. and Others vs. the Czech Republic.

The case concerned Roma pupils being placed in special schools in a significant scale. Since then, we see efforts of government, NGOs, schools and families to improve this situation.

However there has not been any significant change yet and only piecemeal improvements have taken place. In my research I map different stakeholders and focus on discrimination of Roma population - commonly discriminated group in education.

I focus on families, community members, NGOs, experts, but especially on role of educators and school management. In what extent do they feel in charge of influencing the process and policy.

How inclusive is the process? How empowered do they feel in this process? What supports them? I will be presenting partial outcomes of my ongoing research. Methodology - Stakeholder analysis, Qualitative Interviews, sampling for meaning - non-probability sampling, up to 20 interviewees, till 4th June approximately 5 different stakeholders.
