Abstrakt
The success of public administrative and decentralization reforms is difficult to evaluate. The different arrangement of public administration or the lack of key data usually complicates the comparison of impact and the evaluation tools of decentralization processes.
The main objective of this paper is to legitimize an unconventional approach to the evaluation of decentralization reforms through local-governmental staffing using unique yet unpublished data from the Ministry of Interior, Ministry of Finance, Czech Statistical Office and the Association of Towns and Municipalities.
