The financial aspects of municipal autonomy in the political system of the Czech Republic

The diversity in size and population of municipalities in the Czech Republic projects into tasks that self-governments can perform. A number of positions, which are reflected in the emergence of initiatives and programs of political parties, can be identified on this basis.

Discussions about aspects of financial autonomy thus become the subject of numerous political conflicts. Topics municipal financing and their autonomy were heavily politicized before the parliamentary elections in 2010 and all relevant political parties reacted to it and defined itself in this topic.

Changes in the system of financing and increasing the autonomy of local government entered into a coalition agreement for the first time in the history of the Czech Republic. Despite the different attitudes appeared even among coalition parties in the form of a "split".

A unified approach does not occur even among the mayors of the Czech Republic. Attitudes of large and small municipalities with different regional status clash.

Not only political parties compete with each other but also each size category of municipalities clash of positions and the result is to form cleavages which reflects a different way of promoting interests of the different types of self-governments. Municipal interests are in many cases different and this fact leads to a weakening of the unified municipal "voice" and helps to maintain the status quo and the existence of many of these initiatives represent the views of municipalities, which penetrate up to parliamentary and government level.

The aim of this work is to identify all stakeholders engaged in the issue of financing local government, to define their position and role in the political process and to define the way of interest mediation and changes of interest mediation according to the municipal size.
