The article is focused on Czech political parties, in particular shortcomings of their internal democratic life. The main problem is a very low rate of membership, which may not be cured by usual legal regulation, as the parties are separate from the state (Art. 20, § 4 of the Charter of Fundamental Rights and Freedoms).
Therefore, the article advocates a solution through a reform of the direct state financing of parties which should give them an incentive to increase their membership.
