Author deals with the discussions about the allocation of the electoral districts in Bohemian Diet on the basis of Schmerling's Constitution of the November 1861. Czech leading politicians František Palacký, his son in law František Ladislav Rieger and their aristocratic allies were namely very discontent with this regulation.
Conclusive modification in this respect was till given to rise by the elections in 1883, in which ""Czech party"" gained the upper hand.
