Author returns to the classic figures of Czech politics, namely František Palacký and F. L.
Rieger, and analyses their ideas and activities in the 1860s and 70s towards Russia. He deepens our knowledge by presenting a wealth of details relating to the Rieger's French memorandum (1869) and above all to Russian memorandum of Jan Vaclík (1869) - the confidant of Czech politicians in Petersburg.
He considers both documents as first steps of Czech modern politics in the area of international relations.
