Abstract
The proposal from the European Commission of 27 May 2015 presented detailed conditions and rules for the application of a EU refugee quota system. In this article we are not dealing with general issues concerning the legitimacy and legality of the proposed adjustments in the light of EU law, but instead we want to briefly reflect on the specific parameters according to which quotas for individual member states shall be determined.
