Abstract
The legal biennial brought codification and unification of the legal laws in Czechoslovakia. The legislativě rules, issued in 1949, was a relatively brief document which íirmly embedded pohtical thoughts into the legislativě process and clearly deíined the purpose and the conception of new legal rules.
It is rather a proclamation than a normative text and should be a part of preamble or another introduction. On the other hand, strictly procedural provisions show that core of the legislativě process has not changed for decades.
However, the attached technical guidelines are an appropriate aid for the legislativě work.
