Abstract
The books deals with relatively short period, when Europe was hit by the wave of revolutions and other changes. Russia, as well as other countries inlucding Great Britain and France, felt the fear of revolutions.
The book itself is not aimed at the thorough description of all events, but at the analysis of the environment, in which the decisions of the Russian authorities were taken. Instead of actual conditions, perceptions are more important.
