The Limits of the Right to to a Defence in the Administrative Offences Proceeding

Abstract

The chapter is devoted to the proceeding of administrative offenses in connection with Art. 6 of the European Convention on Human Rights and to the specific rights in the proceedings on administrative of-fenses. The author is aware that there are two principles going against each other in this field - the efficiency and speed of administrative proce-edings on one hand and guarantee of procedural rights of the accused on the other
