The article analyzes developments in the perception of nationhood in Ukraine from 1991 to 2013. It examines how particular ethnic minorities in the country have approached the idea of civic nation building, by tracing the process of the adoption and implementation of legislative acts in regard to these ethnic minorities.
It attempts to show how these acts were explained and substantiated by the state authorities. The article strives to answer the questions of how did minorities react to these acts and what were their eventual consequences.
