Human rights education (HRE) established in the United Nations Declaration on Human Rights Education and Training encompasses three levels of education. These levels are education about human rights, education through human rights, and education for human rights.
HRE found in most of the human rights conventions has become an obligation for the States that ratified these conventions. The Czech Republic established HRE in the Framework Educational Programme for Basic Education.
Schools formulate their school educational programmes on the basis provided by the Framework Educational Programme. However, the research on three school educational programmes showed that the Framework Educational Programme for Basic Education is not a sufficient safeguard for providing all three levels of HRE.
It is necessary to do a research on HRE at basic schools and to amend the Framework Educational Programme for Basic Education based on its results to fulfil an obligation to provide HRE.
