Public Defender of Rights in system of protection means against inactivity of administrative authorities

Abstract

This paper deals with the Public Defender of rights from the point of view of the protection system against the inactivity of administrative authorities. The Public Defender as an informal authority has special position in this system.

This position not only allows him to propose remedial measures in specific cases, but also to have an informal effect in terms to general prevence before the inactivity of administrative authorities.
