Abstract

The essay focuses on problems connected with judicial review of a decision on offence in terms of its functionality and effectiveness. It examines the concept of "full jurisdiction" and addresses an issue of the nature of the proceedings and the power of the court to review the decision in full jurisdiction.

It establishes that the Czech concept of administrative justice does not fully comply with this definition and provides examples of judicial decisions which go beyond the legal framework. In conclusion, it summarizes possible solutions to current legal problems
