Abstrakt
Numerous ideas are circulating about the future of the EU, from fulfilling the dream of a European Federation to just returning to the internal market. The institutional aspects of these ideas are usually considered the more boring part of the discussion, but the significance of institutions extends beyond the role of a mere tool for achieving a common view or for adopting decisions.
