This paper looks at one subset of these mostly dead-on-arrival legislative items, namely proposals to change Senate procedure, presumably in order to improve the overall functioning of the lawmaking chamber. Due to the unique procedural environment of the Senate as compared to the House of Representatives, or any other legislative chamber among Western democracies,3 Senators have a wide array of opportunities to offer up various changes to how the Senate conducts its business, whether it be in the sphere of lawmaking, or executing its constitutional function of Advice and Consent.
