In the article, we deal with the ways immigrant families are framed in Czech policy and media discourse in the 2015 - 2017 time period. We used the social construction of target population theory and frame analysis.
The main sources of data were transcripts of parliamentary debates on an immigration bill and media articles. We identified three main frames: safety, human rights and economic.
In these three frames, we identified corresponding policy designs including social construction of target population, problem definition and policy aims, distribution of benefits and burdens, measures, legitimation and frame sponsors.
