Proposal for a section version of part of an Amendment to Act No. 159/1999 Coll., On Certain Conditions of Business Activities in Tourism

Abstract

The proposed amendment concerns the topic "Safe Movement in the Mountains" in accordance with the Government Declaration of June 2018. The proposal focuses in particular on the definition of mountain professions, ie mountain guide, mountain leader and ski instructor, as well as they are currently unsatisfactory and do not reflect the risks of the occupations with regard to public health and safety.

Therefore, a professional self-government is proposed, common in these monitored professions with a strong public interest not only in the Alpine countries, but also in the neighboring Slovak Republic (Act No. 544/2002 Coll., On mountain rescue service). Furthermore, the proposal addresses the rules of conduct of skiers and other persons in the ski resorts, where in winter, when operating snow sports most injuries.

It also considers a change in the position of the Mountain Rescue Service, following the example of the Fire Brigade, inspiringly by the Slovak model, which in practice presents the expected benefits.
