Application of HB-HTA methods in an economic quantification of processes covering laboratory technology in hospitals

Abstract

The main objective of this study was the investigation of selected HB-HTA methods application capacity for medical devices specified for POCT blood glucose measurement, and their importance for decision processes in hospitals. Financing options for POCT blood glucose measuring technology were analysed First, the cost-minimizing analysis was used to compare the reagent leasing and direct purchase of these devices in the Motol University Hospital in Prague.

Data were collected concerning the procurement and operation of 69 blood glucose meters from 2015 to mid-2019. These data were compared with modelled data in case the devices were directly bought.

The analysis showed the reagent leasing to be economically more favourable with 4-year costs lower by nearly 1.5 million Czech crowns. Second, the MCDA method TOPSIS was used to compare blood glucose analysis when using POCT and central laboratories.

POCT proved to be more convenient, particularly thanks to the immensely decreased turn-around time. The results can be used in a particular hospital as a basis for the solution of laboratory technology operation and procurement.

From the macroeconomic viewpoint, the results yield valuable information for health policymakers, health systems researchers, regional strategic officers, as well as for regulatory and stabilization mechanisms in health systems.
