A unique example of an agenda constructed using a combination of the principle of deconcentration (i.e. state administration) and the principle of decentralization (i.e. territorial self-governance) is the procurement and issuance of land-use planning documentation, which constitutes basic general spatial planning tools and takes the form of measures of a general nature. This paper analyzes selected context of this mixed model of public administration and pays critical attention to the currently discussed alternative of full decentralization and/or discussion of a change in legal form.
