Slovak municipalities: pluralistic and non-pluralistic systems

Abstract

Slovakia, like the Czech Republic, faces the problem of a fragmented municipal structure. The share of mayors per 100,000 inhabitants in Slovakia is well above the EU average: Slovakia has more than 3.5 times higher share of mayors per 100,000 inhabitants than the EU average.

With significant fragmentation and at the same time with the institutional setting of direct election of mayors, a problem arises in Slovakia with finding a sufficient number of candidates for mayors. In Slovakia, this leads to situations where it is already apparent in advance who will win the election.

The paper points out pluralistic and non-pluralistic systems in municipalities in Slovakia.
