Foreign certification and cases, when they absent, as provided by our emergency legislation

Abstract

The military aggression of the Russian federation against the territory of Ukraine has caused major influx of Ukrainian refugees to the countries of Central Europe. Together with the persons, also various certificates issued according to the law of Ukraine by the competent authorities of this country have started to circulate in the countries of destination of the refugees.

This does concern not only documents certifying personal identity (passports), but also diplomas issued by Ukrainian universities, driving licences issued by competent traffic authorities in Ukraine, vaccination certificates against COVID-19 etc. This article aims to deal with those situations, where the persons were granted necessary certificates by competent authorities in Ukraine, however, they are not capable to present them in the host country.

In this respect, this paper aims to contribute to the discussion about the legal aspects of Ukrainian crisis from a viewpoint of international administrative law.
