There is a recognition that attempts to change systems, procedures or working practices often meet with resistance in some format or another and that in order to overcome resistance to change, three things need to be working in combination: There needs to be enough dissatisfaction with the current situation to make people motivated to change; People need to have a clear vision of what the desired/future state would look like; There need to be some first steps towards that vision so that people can get started.
