Electoral behavior and thus the stability of municipal councils were determined by political and economic aspects of social transformation, including organizational irrationality in the early 1990s in Czechia. Given these facts and the growing polarization of space, it turns out that there are a number of small "non-viable" municipalities in the Czechia, which also show specific - high or low - values of stability of local political elites (municipal councils) and relatively unfavorable social, economic, demographic and other parameters.
For these reasons, the ambition of the presented text is to reveal, through quantitative analysis, territorial differentiation of the stability of local political elites and selected factors, that either individually or in context, influenced changes in the staff of municipal councils in 1994-2018 in the Czechia.
