Abstract

The report describes the progress of the project Center for Socio-Economic Research on Environmental Policy Impact Assessment for the period 1/2022 - 6/2022.

The activities of the consortium focused mainly on modelling the economic impacts of the package "Fit-for-55", which fulfils the European Green Deal and the binding targets of the European Climate Law (WP1 and WP2). The impacts of the exogenously determined price of allowances on greenhouse gas emissions under the ETS and the newly discussed ETS2 and the Carbon Border Adjustment Mechanism (CBAM) were quantified, under different scenarios of the construction of a new nuclear source (E3ME and TIMES models). The results of these analyses were presented and discussed at a number of forums. Other activities dealt with the assessment of the impact of agricultural subsidies on landscape use and crop diversity (WP3). Literature reviews were carried out in other work packages (WP1, WP5, WP6 and WP8).

In the second research area (foresight, scenarios), the work was mainly focused on structured driving forces, which represent the main input for the design of scenarios for the environment of the Czech Republic until 2050 and the monitoring of environmental trends using open data (WP7). In the area of modeling of long-term scenarios, trends in the development of temperature and precipitation were analysed, while other activities will take place mainly in the next years of the project (WP4). Research on behaviour and attitudes is planned in the next stage of the project (WP8, WP9). Research started mainly with experimental research on effective communication (WP9).

An integral part of the project's activities is to disseminate the research findings to experts and the general public. The results of the project were disseminated at a number of events. At the national level, the results of the project (impacts of Fit for 55) were presented and discussed with the Ministry of the Environment, the Government Council for Sustainable Development), with interested institutions (Czech transmission system operator, the State Environmental Fund), or with representatives of unions and industry and other stakeholders. At the international level, we presented the project to representatives of the OECD, the Austrian Energy Agency and the Slovak Hydro-Meteorological Institute. The project was presented at the Science Fair organized by the Czech Academy of Sciences. We organized a spring school on modelling of the socio-economic impacts of policy measures.
